Annie's "Valentine's Day Just for Kids" Page - Lots of resources here. Bible verses and scripture references for the day, plus links to free download pages, craft pages and Christian sites. Plus a special "Valentine History " page.

A Kid's Heart - This site offers some nice resources including links to several online games. However, the site also has lots of pop-ups and an ad that will open when you click through to the games. Because of the number and variety of games and printables available here, I am listing it as a favorite despite my dislike of pop-ups.
Fun Family Education - Again, this site is heavy on the ads and pop-ups, but also has good content. Make a Valentine's Day picture frame, find Valentine's Day recipes, learn fun facts about the day and learn how to make home made gifts.
Valentine Math - Calculate the area of a heart and more.

PBS Kids/Happy Valentine's Day - This PBS Kids site offers Clifford Valentines and coloring pages, a Mister Rogers game, e-cards, Cyberchase Valentines and more.
Infoplease.com - Caution, you need to dodge some pop-ups on this site. But, it provides links to the history of Valentine's Day, statistics, love stories and poems, crossword puzzles and wedding traditions. Be sure to pre-screen these websites as they might not be appropriate for all ages.
